Newfoundland and Labrador Provincial Nominee Program                                                (NLPNP)

Newfoundland and Labrador offers two economic immigration programs, providing pathways for skilled workers, international graduates, and entrepreneurs to settle permanently in the province with their families and gain permanent residence in Canada. These programs also assist Newfoundland and Labrador employers in addressing labor market needs.

Candidate Streams:

  1. NLPNP Express Entry Skilled Worker Category: An expedited pathway to permanent residence for highly skilled applicants, this category requires candidates to first be accepted into Immigration, Refugee, and Citizenship Canada’s (IRCC) Express Entry pool. A nomination from the Government of Newfoundland and Labrador enhances the candidate’s score in the Express Entry pool, leading to an Invitation to Apply for permanent residence from IRCC.

  2. NLPNP Skilled Worker Category: This category targets foreign nationals and prospective immigrants with skills beneficial to the Newfoundland and Labrador labor market. Applicants must intend to settle permanently in the province.

  3. NLPNP International Graduate Category: Designed for international graduates who wish to make Newfoundland and Labrador their permanent home, this category requires applicants to hold a valid post-graduation work permit (PGWP).

  4. International Entrepreneur Category: Applicants in this category must provide a business plan with supporting financial documentation verified by a recognized third-party professional. They must intend to live permanently in Newfoundland and Labrador while owning and actively managing a local business that has the potential to create significant economic benefit to the province. Additionally, applicants must have at least $600,000 CAD in unencumbered net business and personal assets that can readily be transferred to Canada.

  5. International Graduate Entrepreneur Category: Applicants must provide a business continuity plan with supporting financial documentation verified by a recognized third-party professional service. They must have completed a degree or diploma after at least two academic years of full-time, in-person study at Memorial University or College of the North Atlantic, with the degree or diploma completed within two years of submission of the Expression of Interest. Similar to the International Entrepreneur Category, applicants must intend to live permanently in Newfoundland and Labrador while owning and actively managing a local business that can contribute to the province's economic growth.

Employer Stream:

  1. Atlantic Immigration Program (AIP): This immigration program assists employers in recruiting skilled international workers and international graduates to meet labor needs. Retaining the successful features of the Atlantic Immigration Pilot Program, the AIP focuses on employer engagement, enhanced settlement support, and a collaborative approach across the four Atlantic Provinces.
